  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XI, section 1; providing limits on 
  1.4             appropriations. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, article XI, 
  1.8   section 1, is proposed to the people.  If the amendment is 
  1.9   adopted, the section will read: 
  1.10     Section 1.  No money shall be paid out of the treasury of 
  1.11  this state except in pursuance of an appropriation by law. 
  1.12     In no budget period shall the rate of growth of 
  1.13  appropriations from state revenues, excluding federal funds, 
  1.14  exceed the growth in the state's personal income during the 
  1.15  preceding budget period.  An appropriation in excess of this 
  1.16  limit may be authorized if the appropriation is enacted by a 
  1.17  vote of two-thirds of the members of each house. 
  1.18     Sec. 2.  [SCHEDULE AND QUESTION.] 
  1.19     The proposed amendment shall be submitted to the people at 
  1.20  the 1996 general election.  The question submitted shall be: 
  1.21     "Shall the Minnesota Constitution be amended to limit the 
  1.22  growth in state appropriations to the growth in personal income 
  1.23  in the state unless this limitation is overridden by a 
  1.24  two-thirds vote of the members of each house? 
  1.25                                     Yes .......
