  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for 
  1.4             remodeling of a regional residential treatment center 
  1.5             on the campus of the former Rochester State Hospital. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [REMODEL RTC FOR THIRD DISTRICT JUVENILE 
  1.8   SERVICES MODEL.] 
  1.9      (a) $680,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of corrections to remodel a regional 
  1.11  residential treatment center on the campus of the former 
  1.12  Rochester State Hospital to be used for juvenile sex offenders 
  1.13  and predelinquent or delinquent youths as a part of an 
  1.14  integrated, comprehensive juvenile services model for the third 
  1.15  judicial district. 
  1.16     (b) To provide the money appropriated by paragraph (a) from 
  1.17  the bond proceeds fund, the commissioner of finance, on request 
  1.18  of the governor, shall sell and issue bonds of the state in an 
  1.19  amount up to $680,000 in the manner, on the terms, and with the 
  1.20  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7.
