  1.1                          A bill for an act 
  1.2             relating to state government; prohibiting the 
  1.3             exclusion or limitation of certain liability of the 
  1.4             state; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [1.06] [STATE LIABILITY; CERTAIN EXCLUSIONS OR 
  1.8   MODIFICATIONS VOID.] 
  1.9      The following actions of the state of Minnesota taken in 
  1.10  connection with any goods or services offered or made available 
  1.11  to consumers in violation of state or federal law in any 
  1.12  publication or in any communication disseminated on a Web site 
  1.13  maintained by the state are void as against public policy: 
  1.14     (1) the exclusion or modification of any express or implied 
  1.15  warranties that would otherwise apply; or 
  1.16     (2) the exclusion or modification of any liability of the 
  1.17  state. 
  1.18     Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  1.19     Section 1 is effective the day following final enactment 
  1.20  and applies to actions arising from incidents occurring before, 
  1.21  on, or after that date.
