A bill for an act
relating to education; creating a linked high school-college experience with an
emphasis on workforce development; establishing P-TECH schools; appropriating
money; proposing coding for new law in Minnesota Statutes, chapters 124D; 136A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The purpose of the high school pathways to employment
program is to provide a seamless linkage between high school and postsecondary programs
for underserved and diverse student populations for whom traditional dual enrollment
programs are underutilized.

(a) "Course" includes postsecondary courses or programs, whether
remedial or not, and approved certificate programs.

(b) "Eligible institution" means an institution as defined in section 124D.09, subdivision
3, paragraph (a).

(c) "Eligible student" means a student in grades 9 through 12 who meets any of the
criteria of the graduation incentives program under section 124D.68.

(d) "Recent graduate" means an otherwise eligible student in the first or second year
following graduation from high school.

(e) "P-TECH school" means a school partnership program defined in subdivision 3.

(f) "Qualifying secondary program" means a P-TECH program under subdivision 4 or
a high school program operated by a school district or charter school that has been separately
approved as a high school pathways to employment program by the commissioner of
education.

(g) "Supplementary services" means student support services provided by counselors,
advisors, school social workers, and others providing student support services to participating
students.

A school district or charter school may form
a high school pathways to employment qualifying secondary program. Notwithstanding
section 124D.09, an eligible student participating in a high school pathways to employment
program, including a recent graduate, may participate in a course or program offered by an
eligible institution or a P-TECH provider according to an agreement adopted by the eligible
institution or P-TECH provider and the high school pathways to employment program. The
high school pathways to employment program may enter into an agreement for these courses
with an eligible institution under any of the arrangements authorized under section 124D.09.

(a) P-TECH schools are established as a
public-private partnership comprised of a school district, an accredited institution, a private
sector employer partner seeking to hire trained staff, and other service providers capable of
providing social services to support a P-TECH program. A P-TECH program must prepare
students for high-skill jobs of the future in identified growth industries.

(b) The P-TECH school model must deliver five core benefits to students:

(1) a rigorous, relevant, six-year education program designed to allow students to
complete a high school diploma and a two-year degree focused on knowledge and skills
that students need for science, technology, engineering, and mathematics careers;

(2) workplace learning that includes mentoring by industry professionals, worksite visits,
speakers, and internships;

(3) intensive, individualized academic support by both secondary and postsecondary
faculty within an extended academic year or school day that enables students to progress
through the program at their own pace;

(4) an opportunity to earn an associate's degree; and
new text end
new text begin
(5) a commitment to students who complete the program to be first in line for a job with
participating business partners following completion of the program.

(a) P-TECH schools must accomplish the following:

new text begin
(1) develop programs of study in high-wage, high-skill, and high-demand career areas;

new text begin
(2) align school, college, employers, and supportive services in the programs of study
developed under this section;

(3) support strong academic performance by program participants;
new text end
new text begin
(4) promote informed and appropriate career choices and preparation; and
new text end
new text begin
(5) ensure that participating employers in key technical fields have access to a talented
and skilled workforce.

(b) Through the programs of study developed under this section, participating students
must be able to earn college course credit toward an associate's degree. Career pathways
begin in grade 9 and must include workplace learning, high school, and postsecondary
coursework. These pathways must provide a seamless sequence of study, extending through
two years of postsecondary career and technical education, and culminating in an associate's
degree.

(c) The commissioner of education must designate one P-TECH school in each of the
state's congressional districts.

By February 15 of each year, each P-TECH program must report
to the education committees of the legislature on the number of P-TECH participants, courses
taken by students, public-private partnerships established, and the placement rates of
graduates in high-skill fields. The report must also identify barriers to postsecondary
enrollment options participation.

This section is effective the day following final enactment.

Notwithstanding section 136A.121, subdivision 2, an eligible student under section
124D.092 qualifies for a pathways state grant supplement under this section. The pathways
state grant supplement equals $....... for each postsecondary course in which an eligible
student enrolls. The pathways grant must supplement postsecondary enrollment options
payments, must be paid directly to the postsecondary institution, and must be used for
supplementary services under section 124D.092, subdivision 2, paragraph (g), for that
student.

The sums indicated in this section are
appropriated from the general fund to the Department of Education in the fiscal years
designated for the purposes of establishing P-TECH schools and pathways programs.
