A bill for an act
relating to capital improvements; authorizing the sale and issuance of state
bonds; appropriating money for a grant to Virginia Public Schools, Independent
School District No. 706, for an early childhood education and Head Start center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $4,022,000 is appropriated from the bond proceeds
fund to the commissioner of education for a grant to the Virginia Public Schools,
Independent School District No. 706, to predesign, design, construct, furnish, and equip
an addition to Parkview Learning Center to serve as a community-wide early childhood
education center. The school district may enter into one or more lease management
agreements for operation of the Head Start, Early Childhood Family Education, Early
Childhood Special Education, and School Readiness programs colocated in the center,
subject to Minnesota Statutes, section 16A.695.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $4,022,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
