relating to capital investment; appropriating money for state trail development,
trail connections, and regional trails; authorizing the sale and issuance of state
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation; state trails. new text end

new text begin (a) $33,873,000 is appropriated from
the bond proceeds fund to the commissioner of natural resources for state trail acquisition,
rehabilitation, and development under Minnesota Statutes, section 85.015.

new text begin (b) $10,000,000 of this appropriation is for state trail rehabilitation, including the
Munger, Sakatah, and Root River State Trails, and bridge repair and replacement.

new text begin (c) $23,873,000 of this appropriation is to acquire land for or to construct state trails:

new text begin (1) $1,000,000 is for the Blazing Star Trail;
new text end

new text begin (2) $1,000,000 is for the Brown's Creek Trail;

new text begin (3) $2,000,000 is for the Casey Jones State Trail;
new text end

new text begin (4) $1,000,000 is for the Cuyuna State Trail;

is appropriated to the commissioner of natural resources for grants for regional trails
and trail connections under Minnesota Statutes, section 85.019, subdivisions 4b and 4c,
as provided in this subdivision.

new text begin (b) $250,000 is for a grant to Stearns County for development of the 26-mile
Dairyland Trail connecting to the Lake Wobegon Trail.

new text begin (c) $1,500,000 is for a grant to Dakota County for a bridge over the Cannon River to
connect Lake Byllesby Regional Park to the Mill Towns State Trail.

new text begin (d) $1,500,000 is for a grant to the city of Rochester to acquire the DM&E Pine
Island spur ROW to connect to the Douglas State Trail.

new text begin (e) $800,000 is for a grant to the Rocori Trail Board for acquisition, design, and
construction of phase 1 of the Rocori Trail, connecting the Glacial Lakes State Trail to the
Beaver Island Trail and Lake Wobegon Trail.

new text begin (f) $1,400,000 is for a grant to the city of Walker for acquisition and development of
the Shingobee Connection Trail connecting Walker to the Paul Bunyan State Trail and
the Heartland State Trail.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $39,323,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
