  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds for a grant for a regional 
  1.4             arts center; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $750,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of administration for a grant to the city of St.
  1.9   Cloud to construct, furnish, and equip the paramount arts 
  1.10  district regional arts center, subject to Minnesota Statutes, 
  1.11  section 16A.695. 
  1.12     (b) The appropriation in paragraph (a) is not available 
  1.13  until the commissioner has determined that the necessary 
  1.14  additional financing to complete a $5,400,000 project has been 
  1.15  committed by nonstate sources.  
  1.16     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.17     To provide the money appropriated in section 1 from the 
  1.18  bond proceeds fund, the commissioner of finance, on the request 
  1.19  of the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $750,000 in the manner, upon the terms, and with 
  1.21  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.
