  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 4; providing for four-year terms 
  1.4             for representatives and for election of one-half of 
  1.5             the representatives every two years. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, article IV, 
  1.9   section 4, is proposed to the people. 
  1.10     If the amendment is adopted, article IV, section 4, will 
  1.11  read: 
  1.12     Sec. 4.  Representatives shall be chosen for a term of two 
  1.13  four years, except to fill a vacancy.  There shall, however, be 
  1.14  an entire new election of all the representatives at the first 
  1.15  state general election after each new legislative apportionment 
  1.16  provided for in this article.  One-half of the representatives 
  1.17  shall be elected every two years as provided in this section.  
  1.18  The representatives in districts ending in the letter "A" shall 
  1.19  be in a group that is elected, beginning at the first state 
  1.20  general election after ratification of this provision, to a 
  1.21  two-year term followed by two terms, each of which is four years 
  1.22  long.  The representatives in districts ending in the letter "B" 
  1.23  shall be elected, beginning at the first state general election 
  1.24  after ratification of this provision, to two terms, each of 
  1.25  which is four years long, followed by a two-year term.  
  2.1   Following the second and subsequent legislative reapportionment 
  2.2   after ratification of this provision, the sequence and length of 
  2.3   terms served by representatives from districts ending in the 
  2.4   letter "A" and those from districts ending in the letter "B" 
  2.5   shall be reversed after each legislative reapportionment. 
  2.6      Senators shall be chosen for a term of four years, except 
  2.7   to fill a vacancy and except there shall be an entire new 
  2.8   election of all the senators at the first election of 
  2.9   representatives after each new legislative apportionment 
  2.10  provided for in this article.  The governor shall call elections 
  2.11  to fill vacancies in either house of the legislature. 
  2.12     Sec. 2.  [SCHEDULE AND QUESTION.] 
  2.13     The proposed amendment shall be submitted at the 2000 
  2.14  general election.  The question proposed shall be: 
  2.15     "Shall the Minnesota Constitution be amended to provide 
  2.16  four-year terms for representatives in the legislature and to 
  2.17  provide for election of one-half of the representatives every 
  2.18  two years? 
  2.19                                     Yes .......
  2.20                                     No ........"
