  1.1                          A bill for an act
  1.2             relating to higher education; authorizing the issuance 
  1.3             of state bonds; appropriating money for construction 
  1.4             of capital improvements at the Hibbing community 
  1.5             college site to integrate the technical college and 
  1.6             community college. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; HIBBING COLLEGE CAMPUS.] 
  1.9      (a) $20,000,000 is appropriated from the bond proceeds fund 
  1.10  to the board of trustees of the Minnesota state colleges and 
  1.11  universities for acquisition and betterment of an addition to 
  1.12  the Hibbing community college.  The addition must provide 
  1.13  facilities to combine the community college and technical 
  1.14  college programs at the Hibbing campuses into a single, 
  1.15  integrated campus. 
  1.16     (b) To provide the money appropriated by this act from the 
  1.17  bond proceeds fund, the commissioner of finance, on request of 
  1.18  the governor, shall sell and issue bonds of the state in an 
  1.19  amount up to $20,000,000 in the manner, on the terms, and with 
  1.20  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7.
