A bill for an act
relating to capital improvements; authorizing the issuance of state bonds;
appropriating money to design renovation of buildings in the Capitol complex.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CAPITOL RENOVATION APPROPRIATIONS.

new text begin Capitol complex planning process; appropriation. new text end

new text begin $750,000
is appropriated from the general fund to the Legislative Coordinating Commission for
a facilitated planning process relating to the Capitol building and the Capitol complex.
The process must be conducted in cooperation with the Capitol Area Architectural and
Planning Board and the commissioner of administration, and must include consideration
of issues relating to renovation and possible expansion of the Capitol building, phasing
strategies relating to renovation of the Capitol, and related campus planning issues. The
process must include consideration of as many options as feasible relating to renovation of
the Capitol and related buildings. The process must be completed by September 30, 2007.

new text begin (a) $4,000,000 is appropriated from
the bond proceeds fund to the commissioner of administration for architectural and
engineering services related to the exploration and development of an acceptable plan and
the schematic design of that plan to restore, renovate, and expand the Capitol building.
Services leading up to and including schematic design will include the planning, review,
and further development of an approved concept plan for the restoration and renovation
of the Capitol, as developed under subdivision 1. Drawings, cost estimates, and other
documents produced during this phase will address planning options and campus concerns,
as well as considerations for swing space, phasing strategies, and cost implications. Based
on this, a site survey and geotechnical testing will be performed. From this data, a capital
budget request will be prepared for the 2008 session of the legislature.

new text begin (b) Any unexpended balance of the appropriation in subdivision 1 may be used for
the purposes of this subdivision.

new text begin (c) The appropriation in this subdivision may not be spent on any project that affects
space under the control of the senate without the approval of the chair of the Committee
on Rules and Administration of the senate nor on any project that affects space under the
control of the house of representatives without the approval of the speaker of the house.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $4,000,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
