  1.1                          A bill for an act 
  1.2             relating to insurance; establishing a legislative task 
  1.3             force on health care pricing; requiring 
  1.4             recommendations. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATIVE TASK FORCE.] 
  1.7      (a) The legislative task force on health care pricing 
  1.8   consists of three members of each of the following committees: 
  1.9      (1) house committees on commerce, health and human services 
  1.10  policy, and health and human services finance; and 
  1.11     (2) senate committees on commerce, health and family 
  1.12  security policy, and health and family security budget division. 
  1.13  Three task force members shall be designated by the chair of 
  1.14  each committee. 
  1.15     (b) The task force shall evaluate the pricing in the 
  1.16  current health care and health insurance systems, both public 
  1.17  and private, in terms of its fairness, effects on behavior, and 
  1.18  the extent to which it shifts costs in a variety of ways. 
  1.19     (c) As a guide to the issues, the task force shall analyze 
  1.20  1999 H.F. No. 2464, as introduced. 
  1.21     (d) The task force shall make recommendations to the 
  1.22  legislature regarding how market competition may be restored and 
  1.23  regarding affordability and access to health care and health 
  1.24  coverage.
