A bill for an act
relating to capital improvements; appropriating money to design and acquire land
for the Mississippi River Crossroads Trail in Cass, Crow Wing, and Morrison
Counties; authorizing the sale and issuance of state bonds; amending Minnesota
Statutes 2008, section 85.015, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 85.015, is amended by adding a
subdivision to read:

new text begin Mississippi River Crossroads Trail, in Cass, Crow Wing, and
Morrison Counties.

new text begin The trail shall originate at Crow Wing State Park in Crow Wing
County at the southern end of the Paul Bunyan Trail and shall extend from Crow Wing
State Park westerly to the city of Pillager, then southerly along the west side of Camp
Ripley to the city of Randall, then easterly along the south side of Camp Ripley across
to the east side of the Mississippi River, and then northerly through Fort Ripley to Crow
Wing State Park. A second segment of the trail shall be established that shall extend in a
southerly direction and in close proximity to the Mississippi River from the southeasterly
portion of the first segment of the trail to the city of Little Falls, and then terminate at the
Soo Line Trail in Morrison County.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $....... in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
