A bill for an act
relating to motor vehicles; establishing and authorizing issuance of special
"donate life" license plates; proposing coding for new law in Minnesota Statutes,
chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner shall issue special "donate life" plates
to an applicant who:

(1) is an owner of a passenger automobile, one-ton pickup truck, recreational
vehicle, or motorcycle;

(2) pays a fee of $10 to cover the costs of handling and manufacturing the plates;
new text end
new text begin
(3) pays the registration tax required under section 168.013;
new text end
new text begin
(4) pays the fees required under this chapter;
new text end
new text begin
(5) contributes a minimum of $30 annually to the "donate life" account established
in subdivision 6; and

(6) complies with this chapter, chapter 171, and rules governing registration of
motor vehicles and licensing of drivers.

After consultation with Donate Life Minnesota and other
interested groups, the commissioner shall design the special plate.

Contributions under this section must not be refunded.

On payment of a fee of $5, plates issued under this section
may be transferred to another passenger automobile, one-ton pickup truck, recreational
vehicle, or motorcycle registered to the individual to whom the special plates were issued.

Fees collected under subdivision 1, clauses (2) and (4), and
subdivision 4 are credited to the vehicle services operating account in the special revenue
fund.

Contributions collected under
subdivision 1, clause (5), are credited first to the commissioner of public safety for the cost
of administering the "donate life" account, which is established in the special revenue fund.
After the commissioner's administration costs are paid each year, remaining contributions
are credited to the "donate life" account. Money in the account is appropriated to the
commissioner of public safety for distribution to Donate Life Minnesota, to be used to
enhance and promote awareness of the benefits of organ, tissue, and eye donation.

This section is effective January 1, 2017, and applies to
special "donate life" plates issued on or after that date.
