  1.1                          A bill for an act 
  1.2             relating to juveniles; authorizing release of court 
  1.3             records or peace officer records on juveniles for 
  1.4             research purposes; amending Minnesota Statutes 1994, 
  1.5             section 260.161, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 260.161, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3a.  [RELEASE FOR RESEARCH PURPOSES.] Notwithstanding 
  1.10  subdivision 2 or 3, court records or peace officer records on 
  1.11  juveniles that are not accessible to the public may be released 
  1.12  to a person for purposes of research involving juvenile offender 
  1.13  profiles and behavior patterns.  The records may be released 
  1.14  only if the person enters into a written agreement with the 
  1.15  court or law enforcement agency that provides that: 
  1.16     (1) the records will be used only for bona fide academic 
  1.17  research purposes and will not be accessible to the public or 
  1.18  released or disclosed to any other person in a manner that 
  1.19  identifies individual juveniles; 
  1.20     (2) the use of the records in individually identifiable 
  1.21  form is necessary to accomplish the research; and 
  1.22     (3) the person has established and maintained adequate 
  1.23  safeguards to protect the records from unauthorized disclosure. 
  1.24     The court or law enforcement agency may impose additional 
  1.25  conditions on the release of records under this subdivision.
