A bill for an act
relating to sports facilities; prohibiting the offering of additional public money
for hosting the Super Bowl; amending Minnesota Statutes 2012, section 473J.27,
by adding a subdivision; repealing Minnesota Statutes 2012, section 297A.68,
subdivision 9.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2012, section 473J.27, is amended by adding a
subdivision to read:

(a) The legislature finds that
the provision of substantial state-funded, public financing for the professional football
stadium constitutes the maximum amount of state assistance that it is appropriate for state
taxpayers to provide to host a Super Bowl.

(b) The authority, the governor, and any other state executive branch officials must
not offer or propose to the National Football League, its affiliates, or representatives
or agree to seek additional state-funded, public subsidies as a host for the Super Bowl.
This prohibition includes, but is not limited to, tax incentives, grants, and payment of
costs usually paid by private individuals or entities for their events, regardless of whether
provision of the subsidies would require enactment of legislation.
