  1.1                          A bill for an act 
  1.2             relating to higher education; Minnesota State Colleges 
  1.3             and Universities; providing for certain degrees at 
  1.4             state universities; amending Minnesota Statutes 2002, 
  1.5             section 135A.052, subdivision 1; Laws 2003, chapter 
  1.6             133, article 1, section 3, subdivision 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 135A.052, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [STATEMENT OF MISSIONS.] The legislature 
  1.11  recognizes each type of public postsecondary institution to have 
  1.12  a distinctive mission within the overall provision of public 
  1.13  higher education in the state and a responsibility to cooperate 
  1.14  with each other.  These missions are as follows: 
  1.15     (1) the technical colleges shall offer vocational training 
  1.16  and education to prepare students for skilled occupations that 
  1.17  do not require a baccalaureate degree; 
  1.18     (2) the community colleges shall offer lower division 
  1.19  instruction in academic programs, occupational programs in which 
  1.20  all credits earned will be accepted for transfer to a 
  1.21  baccalaureate degree in the same field of study, and remedial 
  1.22  studies, for students transferring to baccalaureate institutions 
  1.23  and for those seeking associate degrees; 
  1.24     (3) consolidated community technical colleges shall offer 
  1.25  the same types of instruction, programs, certificates, diplomas, 
  1.26  and degrees as the technical colleges and community colleges 
  2.1   offer; 
  2.2      (4) the state universities shall offer undergraduate and 
  2.3   graduate instruction through the master's applied doctoral 
  2.4   degree, including specialist certificates, in the liberal arts 
  2.5   and sciences and professional education; and 
  2.6      (5) the University of Minnesota shall offer undergraduate, 
  2.7   graduate, and professional instruction through the doctoral 
  2.8   degree, and shall be the primary state supported academic agency 
  2.9   for research and extension services. 
  2.10     It is part of the mission of each system that within the 
  2.11  system's resources the system's governing board and chancellor 
  2.12  or president shall endeavor to: 
  2.13     (a) prevent the waste or unnecessary spending of public 
  2.14  money; 
  2.15     (b) use innovative fiscal and human resource practices to 
  2.16  manage the state's resources and operate the system as 
  2.17  efficiently as possible; 
  2.18     (c) coordinate the system's activities wherever appropriate 
  2.19  with the activities of the other system and governmental 
  2.20  agencies; 
  2.21     (d) use technology where appropriate to increase system 
  2.22  productivity, improve customer service, increase public access 
  2.23  to information about the system, and increase public 
  2.24  participation in the business of the system; 
  2.25     (e) utilize constructive and cooperative labor-management 
  2.26  practices to the extent otherwise required by chapters 43A and 
  2.27  179A; and 
  2.28     (f) recommend to the legislature appropriate changes in law 
  2.29  necessary to carry out the mission of the system. 
  2.30     Sec. 2.  Laws 2003, chapter 133, article 1, section 3, 
  2.31  subdivision 2, is amended to read: 
  2.32  Subd. 2.  Estimated Expenditures
  2.33  and Appropriations 
  2.34  The legislature estimates that 
  2.35  instructional expenditures will be 
  2.36  $750,105,000 in the first year and 
  2.37  $730,324,000 in the second year.  The 
  2.38  legislature estimates that 
  2.39  noninstructional expenditures will be 
  3.1   $60,811,000 in the first year and 
  3.2   $60,811,000 in the second year. 
  3.3   This appropriation includes money for a 
  3.4   grant to Minnesota State University, 
  3.5   Mankato, for the talented youth 
  3.6   mathematics program.  
  3.7   During the biennium, neither the board 
  3.8   nor campuses shall plan or develop 
  3.9   offer doctoral level programs or 
  3.10  degrees until after they have received 
  3.11  the recommendation of the house and 
  3.12  senate committees on education, 
  3.13  finance, and ways and means. 
  3.14  During the biennium, technical and 
  3.15  consolidated colleges shall make use of 
  3.16  instructional advisory committees 
  3.17  consisting of employers, students, and 
  3.18  instructors.  The instructional 
  3.19  advisory committee shall be consulted 
  3.20  when a technical program is proposed to 
  3.21  be created, modified, or eliminated.  
  3.22  If a decision is made to eliminate a 
  3.23  program, a college shall adequately 
  3.24  notify students and make plans to 
  3.25  assist students affected by the closure.
  3.26  In each year, the board of trustees 
  3.27  shall increase the percentage of the 
  3.28  total general fund expenditures for 
  3.29  direct instruction and academic 
  3.30  support, as reported in the federal 
  3.31  Integrated Postsecondary Education Data 
  3.32  System (IPEDS).
