  1.1                          A bill for an act
  1.2             relating to education; creating a categorical aid for 
  1.3             student health services; appropriating money; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 124. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124.2617] [IMMUNIZATION PROGRAMS.] 
  1.8      Subdivision 1.  [POLICY AND PURPOSE.] The legislature 
  1.9   recognizes that funding school-based immunization services is a 
  1.10  cost-effective manner to ensure that Minnesota's school children 
  1.11  are appropriately vaccinated.  The legislature further 
  1.12  recognizes that state-mandated immunization services may place 
  1.13  pressure on other school district sponsored student health 
  1.14  services that also provide significant cost-effective 
  1.15  improvements in children's health.  The purposes of this section 
  1.16  are to assist parents and communities in improving the health of 
  1.17  Minnesota children by reducing the vaccine-preventable disease 
  1.18  rates in Minnesota and to ensure adequate funding for other 
  1.19  student health services. 
  1.20     Subd. 2.  [PROGRAM.] To the extent possible, a school 
  1.21  district shall coordinate its vaccination and student health 
  1.22  services with other providers of health services.  The 
  1.23  district's health services should be provided in collaboration 
  1.24  with other community resources including family services and 
  1.25  community-based collaboratives under section 121.8355, early 
  2.1   childhood family education programs under section 121.882, and 
  2.2   early childhood health and development screening under sections 
  2.3   123.701 to 123.7045. 
  2.4      Subd. 3.  [AID.] A school district is eligible for 
  2.5   immunization aid equal to $50 times the number of first grade 
  2.6   pupils served during the previous school year.  The aid may be 
  2.7   used for the cost of school nursing activities pursuant to 
  2.8   section 123.70. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $3,150,000 is appropriated in fiscal year 1999 from the 
  2.11  general fund to the commissioner of children, families, and 
  2.12  learning to ensure timely implementation of the state 
  2.13  immunization statutes. 
  2.14     Sec. 3.  [EFFECTIVE DATE.] 
  2.15     Sections 1 and 2 are effective July 1, 1998.
