A bill for an act
relating to public safety; providing special registration plates for vehicles
operated with no insurance; authorizing the stop of vehicles bearing certain
special plates; amending Minnesota Statutes 2014, section 169.791, subdivision
6; proposing coding for new law in Minnesota Statutes, chapter 169.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A peace officer who observes the operation of a motor vehicle within this state
bearing special series registration plates issued under section 168.041, subdivision 6, may
stop the vehicle for the purpose of determining whether the driver is operating the vehicle
in a manner consistent with section 169.791, subdivision 2.

Sec. 2.

Minnesota Statutes 2014, section 169.791, subdivision 6, is amended to read:


Subd. 6.

Penalty.

new text begin (a) new text end In addition to any sentence of imprisonment that the court may
impose, the court shall impose a fine of not less than $200 nor more than the maximum
fine applicable to misdemeanors upon conviction under this section. The court may allow
community service in lieu of any fine imposed if the defendant is indigent. In addition
to criminal penalties, a person convicted under this section is subject to revocation of a
driver's license or permit to drive under section 169.792, subdivision 7, and to revocation
of motor vehicle registration under section 169.792, subdivision 12.

new text begin (b) In addition to the penalties in paragraph (a), the commissioner of public safety
shall require the owner of the vehicle or vehicles under this subdivision to obtain new
registration plates, which must bear a special series of numbers or letters so as to be
readily identified by traffic law enforcement officers under section 168.041, subdivision 6.
