A bill for an act
relating to motor vehicles; establishing semiannual registration of trailers and
tractors; amending Minnesota Statutes 2006, sections 168.017, subdivision 3;
168.018.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 168.017, subdivision 3, is amended to read:


Subd. 3.

Exceptions.

(a) The registrar shall register all vehicles subject to
registration under the monthly series system for a period of 12 consecutive calendar
months, unless:

(1) the application is an original rather than renewal application; deleted text begin or

new text begin (2) the application is for periodic series registration under section 168.018; or

deleted text begin (2)deleted text end new text begin (3)new text end the applicant is a licensed motor vehicle lessor under section 168.27, in
which case the applicant may apply for initial or renewed registration of a vehicle for a
period of four or more months, the month of expiration to be designated by the applicant
at the time of registration. However, to qualify for this exemption, the applicant must
present the application to the registrar at St. Paul, or at deputy registrar offices as the
registrar may designate.

(b) In any instance except that of a licensed motor vehicle lessor, the registrar shall
not approve registering the vehicle subject to the application for a period of less than three
months, except when the registrar determines that to do otherwise will help to equalize
the registration and renewal work load of the department.

Minnesota Statutes 2006, section 168.018, is amended to read:

new text begin (a) The owner of an eligible vehicle may
apply for quarterly or semiannual registration as specified in this section. The owner may
not apply for registration or renewal until seven days before the next registration period or
concurrent periods. The expiration date of a quarterly or semiannual registration must
be displayed on the plate, as directed by the commissioner. No vehicle registered under
this section may be operated on public streets and highways more than ten days beyond
the end of the period for which it is registered unless the registration has been renewed
for another period or concurrent periods.

truck as defined in section 168.011, subdivision 17, or (2) a truck owned by a retailer who

a farm for on-farm use within a radius of 50 miles of the retailer's business location, may
elect to register and license the truck only for one or more quarters of a registration year, at
a tax of one-fourth of the annual tax on the vehicle plus $5 for each quarterly registration.
