A bill for an act
relating to energy; appropriating money for soy-diesel
fueled generators as backup for wind energy conversion
systems.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Notwithstanding any contrary provision of Minnesota
Statutes, section 116C.779, $150,000 is appropriated to the
Public Utilities Commission from the renewable development
account established under Minnesota Statutes, section 116C.779.
The commission shall disburse the money over three fiscal years
as grants to an applicant meeting the requirements of Minnesota
Statutes, section 216C.41, subdivision 1, paragraph (c), clause
(2)(i), for a project that uses a soy-diesel generator to
provide backup power for a wind energy conversion system of one
megawatt or less of nameplate capacity. The commission shall
disburse up to $50,000 of the grant each of the next three
fiscal years beginning July 1, 2005.

For the purpose of this section, "soy-diesel" means a
renewable, biodegradable, mono alkyl ester combustible liquid
fuel derived from agricultural plant oils that meets American
Society for Testing and Materials Specification D6751-02 for
Biodiesel Fuel (B100) Blend Stock for Distillate Fuels. This
section only applies if the entity receives qualifying
applications.
