  1.1                          A bill for an act 
  1.2             relating to health; requiring the commissioner of 
  1.3             health to report on issues related to sexually 
  1.4             transmitted infections; appropriating money for 
  1.5             prevention and treatment of sexually transmitted 
  1.6             infections, HIV prevention initiatives for greater 
  1.7             Minnesota, and HIV and substance abuse prevention. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STAT OF MINNESOTA: 
  1.9      Section 1.  [SEXUALLY TRANSMITTED INFECTIONS PREVENTION AND 
  1.10  TREATMENT REPORT.] 
  1.11     The commissioner of health shall report to the legislature 
  1.12  by February 1, 2000, on the following activities: 
  1.13     (1) the results of a statewide assessment of need and 
  1.14  community participation in the process; 
  1.15     (2) research on the prevalence of sexually transmitted 
  1.16  infections; 
  1.17     (3) changes in collecting epidemiological information about 
  1.18  currently nonreportable sexually transmitted infections such as 
  1.19  herpes and genital warts; 
  1.20     (4) changes in reporting to collect information on risk 
  1.21  behaviors; 
  1.22     (5) expansion of screening access for populations most 
  1.23  vulnerable to sexually transmitted infections; 
  1.24     (6) plans for providing technical assistance to boards of 
  1.25  health as defined in Minnesota Statutes, section 145A.02, 
  1.26  subdivision 2, state agencies, state councils, or nonprofit 
  2.1   corporations; 
  2.2      (7) plans for implementing a prevention and treatment grant 
  2.3   program; and 
  2.4      (8) implementation of prevention activities through the MN 
  2.5   ENABL program under Minnesota Statutes, section 145.9255.  
  2.6      Sec. 2.  [APPROPRIATIONS.] 
  2.7      Subdivision 1.  [PREVENTION AND TREATMENT OF SEXUALLY 
  2.8   TRANSMITTED INFECTIONS.] $470,000 is appropriated in fiscal year 
  2.9   2000 and $470,000 is appropriated in fiscal year 2001 from the 
  2.10  general fund to the commissioner of health for prevention and 
  2.11  treatment of sexually transmitted infections according to 
  2.12  Minnesota Statutes, section 144.05. 
  2.13     Subd. 2.  [SEXUALLY TRANSMITTED INFECTIONS PREVENTION AND 
  2.14  TREATMENT GRANTS.] $1,500,000 is appropriated in fiscal year 
  2.15  2001 from the general fund to the commissioner of health for 
  2.16  prevention and treatment of sexually transmitted infections 
  2.17  according to Minnesota Statutes, section 144.05.  The 
  2.18  commissioner shall award these funds to boards of health as 
  2.19  defined in Minnesota Statutes, section 145A.02, subdivision 2, 
  2.20  state agencies, state councils, and nonprofit corporations for 
  2.21  this purpose.  At least 20 percent of this appropriation shall 
  2.22  be awarded to boards of health for this purpose. 
  2.23     Subd. 3.  [SEXUALLY TRANSMITTED INFECTIONS PREVENTION AND 
  2.24  MN ENABL.] $100,000 is appropriated in fiscal year 2000 and 
  2.25  $100,000 is appropriated in fiscal year 2001 from the general 
  2.26  fund to the commissioner of health for the MN ENABL program 
  2.27  under Minnesota Statutes, section 145.9255, for prevention and 
  2.28  treatment of sexually transmitted infections. 
  2.29     Subd. 4.  [HIV AND SUBSTANCE ABUSE PREVENTION 
  2.30  GRANTS.] $500,000 is appropriated in fiscal year 2000 and 
  2.31  $500,000 is appropriated in fiscal year 2001 from the general 
  2.32  fund to the commissioner of human services for prevention and 
  2.33  treatment of HIV as a result of substance abuse to support 
  2.34  implementation of activities under Minnesota Statutes, section 
  2.35  245A.19. 
  2.36     Subd. 5.  [AIDS PREVENTION GRANTS.] $300,000 is 
  3.1   appropriated for the biennium ending June 30, 2001, from the 
  3.2   general fund to the commissioner of health for AIDS prevention 
  3.3   grants in accordance with Minnesota Statutes, section 145.924, 
  3.4   for general community awareness and education activities in 
  3.5   communities outside of the metropolitan area, as defined in 
  3.6   Minnesota Statutes, section 473.121, subdivision 2.  
  3.7      Subd. 6.  [HIV CASE MANAGEMENT.] $150,000 is appropriated 
  3.8   in fiscal year 2000 and $150,000 is appropriated in fiscal year 
  3.9   2001 from the general fund to the commissioner of health for HIV 
  3.10  disease case management in accordance with Minnesota Statutes, 
  3.11  section 145.9245.
