  1.1                          A bill for an act 
  1.2             relating to employment; providing funding for various 
  1.3             opportunities industrialization center programs; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEPARTMENT OF ECONOMIC SECURITY; 
  1.7   APPROPRIATIONS.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $2,920,000 is appropriated 
  1.9   from the general fund to the department of economic security for 
  1.10  the opportunities industrialization center programs.  The 
  1.11  $1,370,000 increase in the base budget from the 2000-2001 
  1.12  biennium is allocated as provided in this section.  
  1.13     Subd. 2.  [SUMMIT ACADEMY OPPORTUNITIES INDUSTRIALIZATION 
  1.14  CENTER; EAST METRO OPPORTUNITIES INDUSTRIALIZATION CENTER; 
  1.15  AMERICAN INDIAN OPPORTUNITIES INDUSTRIALIZATION CENTER; 
  1.16  OPPORTUNITIES INDUSTRIALIZATION CENTER STATE COUNCIL; 
  1.17  MINNEAPOLIS AND ST. PAUL.] $350,000 in fiscal year 2002 and 
  1.18  $350,000 in fiscal year 2003 are for grants to the Summit 
  1.19  Academy opportunities industrialization center, the East Metro 
  1.20  opportunities industrialization center, the American Indian 
  1.21  opportunities industrialization center, the opportunities 
  1.22  industrialization center state council, Minneapolis and St. 
  1.23  Paul, for job-specific English as a second language training, 
  1.24  customized job-specific recruitment, and training for Southeast 
  1.25  Asian, Somali, East African, and Hispanic/Latino clients.  
  2.1   Prevocational training will be provided, including education, 
  2.2   job-seeking and job-finding skills, workforce orientation, 
  2.3   skills training, and job placement. 
  2.4      Subd. 3.  [NORTHWEST INDIAN OPPORTUNITIES INDUSTRIALIZATION 
  2.5   CENTER; BEMIDJI.] $75,000 in fiscal year 2002 and $75,000 in 
  2.6   fiscal year 2003 are for grants to the Northwest Indian 
  2.7   opportunities industrialization center for the purpose of 
  2.8   prevocational job-seeking and job-finding skills and a 
  2.9   vocational computer training program to serve unemployed Indian 
  2.10  residents and welfare recipients of Bemidji and surrounding 
  2.11  Indian communities.  
  2.12     Subd. 4.  [ST. CLOUD OPPORTUNITIES INDUSTRIALIZATION 
  2.13  CENTER; ST. CLOUD.] $50,000 in fiscal year 2002 and $50,000 in 
  2.14  fiscal year 2003 are for grants to establish a new comprehensive 
  2.15  opportunities industrialization center in St. Cloud to serve 
  2.16  unemployed and underemployed residents and welfare recipients 
  2.17  with prevocational and vocational computer training skills.  
  2.18     Subd. 5.  [SUMMIT ACADEMY OPPORTUNITIES INDUSTRIALIZATION 
  2.19  CENTER; EAST METRO OPPORTUNITIES INDUSTRIALIZATION CENTER; 
  2.20  AMERICAN INDIAN OPPORTUNITIES INDUSTRIALIZATION CENTER; 
  2.21  ANISHINABE OPPORTUNITIES INDUSTRIALIZATION CENTER; NORTHWEST 
  2.22  INDIAN OPPORTUNITIES INDUSTRIALIZATION CENTER; OPPORTUNITIES 
  2.23  INDUSTRIALIZATION CENTER STATE COUNCIL.] $210,000 in fiscal year 
  2.24  2002 and $210,000 in fiscal year 2003 are for base opportunities 
  2.25  industrialization center operating funds for the Summit Academy 
  2.26  opportunities industrialization center, the American Indian 
  2.27  opportunities industrialization center, the East Metro 
  2.28  opportunities industrialization center, the Northwest Indian 
  2.29  opportunities industrialization center, the opportunities 
  2.30  industrialization center state council, and the Anishinabe 
  2.31  opportunities industrialization center at Mille Lacs, and for 
  2.32  grants to provide comprehensive opportunities industrialization 
  2.33  center employment training, remedial education, special 
  2.34  community improvement programs, customized skill training and 
  2.35  placement to economically disadvantaged youth, adults, and 
  2.36  welfare recipients of all races.
