  1.1                          A bill for an act
  1.2             relating to education; making changes to county 
  1.3             extension work; requiring county contributions for 
  1.4             county extension offices; appropriating money; 
  1.5             amending Minnesota Statutes 2002, section 38.35. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 38.35, is 
  1.8   amended to read: 
  1.9      38.35 [STATE APPROPRIATIONS; HOW SPENT.] 
  1.10     Subdivision 1.  [USE OF STATE FUNDS.] Money appropriated by 
  1.11  the state to maintain and pay expenses of county extension work 
  1.12  must be spent under the direction of the director of extension, 
  1.13  who, acting with the county extension committee, shall maintain 
  1.14  a county extension office in each county that meets the 
  1.15  requirements of this section to carry out sections 38.33 to 
  1.16  38.38. 
  1.17     Subd. 2.  [COUNTY; MAINTENANCE OF EFFORT.] For a county to 
  1.18  qualify for state appropriations for a county extension office, 
  1.19  the county must annually appropriate an amount for county 
  1.20  extension work that is at least equal to the amount the county 
  1.21  appropriated in calendar year 2004. 
  1.22     Sec. 2.  [APPROPRIATIONS.] 
  1.23     $13,000,000 is appropriated from the general fund to the 
  1.24  Board of Regents of the University of Minnesota for fiscal year 
  1.25  2005 for the extension service and for county extension work 
  2.1   under Minnesota Statutes, sections 38.33 to 38.38.  This 
  2.2   appropriation is in addition to appropriations under Laws 2003, 
  2.3   chapter 133, article 1, section 4, subdivision 4, paragraph (a), 
  2.4   and is added to the base appropriation for fiscal years 2006 and 
  2.5   2007 for the extension service and county extension work.
