A bill for an act
relating to postsecondary education; requiring state universities to permit secondary
teachers to fill vacant spots in certain courses; proposing coding for new law in
Minnesota Statutes, chapter 136F.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) At the conclusion of the normal course
registration period for an academic term, a state university must notify school districts and
charter schools of a vacancy in a graduate-level course that may count toward the minimum
qualifications a secondary teacher needs to teach concurrent enrollment courses under
section 124D.09. The notification must state whether the course is offered online or in
person. The notification must, at a minimum, be delivered via the website required in
paragraph (b).

(b) The board must establish a common website where each state university may post
information regarding course vacancies as required by paragraph (a). The website must be
accessible to school districts and charter schools and must include information for teachers
on how to enroll in posted courses.

A state university must allow a secondary teacher to enroll
to fill a vacancy notified under subdivision 1. The university must waive tuition for the
enrolled teacher, but may charge any fee unique to the course in which the teacher enrolls.
