A bill for an act
relating to health; providing for health coverage for
Minnesota children with special health needs;
reinstating certain rules; appropriating money;
proposing coding for new law in Minnesota Statutes,
chapter 145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Health coverage. new text end

new text begin When cost-effective, the
commissioner may use money received for the services for
children with special health needs program to purchase health
coverage for eligible children.

new text begin Co-payment. new text end

new text begin Each family participating in the
children with special health needs program is charged a $50 per
month co-payment. The revenue raised by the co-payment must be
deposited in the children with special health needs account in
the special revenue fund. The revenue raised by the co-payments
is intended to maximize potential federal matching funds.

Sec. 2. new text begin RULE REINSTATEMENT.

new text begin Notwithstanding Laws 2003, First Special Session chapter
14, article 8, section 32, paragraph (c), rules related to the
children with special health needs program are revived and
reinstated as they appeared June 30, 2004.

Sec. 3. new text begin APPROPRIATION.
new text end

new text begin Amounts deposited in the children with special health needs
account in the special revenue fund in fiscal year 2006 are
appropriated to the commissioner of health for the children with
special health needs program.
