  1.1                          A bill for an act
  1.2             relating to the environment; prohibiting the discharge 
  1.3             of human wastes into surface waters; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 115. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [115.062] [PROHIBITION OF HUMAN WASTE 
  1.7   DISCHARGE.] 
  1.8      Subdivision 1.  [PROHIBITION.] No person may discharge any 
  1.9   untreated waste from a residential or other building, or from a 
  1.10  mobile source, that includes excrementitious or other discharges 
  1.11  from the bodies of human beings, or materials contaminated with 
  1.12  such discharges, into any surface river, stream, lake, pond, 
  1.13  marsh, watercourse, or waterway that is contained within, flows 
  1.14  through, or borders on any portion of the state. 
  1.15     Subd. 2.  [EMERGENCY EXEMPTION.] Subdivision 1 does not 
  1.16  apply to an emergency situation as declared by the commissioner 
  1.17  of the pollution control agency. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective August 1, 1997.
