  1.1                          A bill for an act 
  1.2             relating to highways; requiring commissioner of 
  1.3             transportation to prepare a preliminary plan for a 
  1.4             second beltline around the Minneapolis-St. Paul 
  1.5             metropolitan area.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [BELTWAY PLAN.] 
  1.8      The commissioner of transportation shall prepare a 
  1.9   preliminary plan for a second multilane beltline for the 
  1.10  Minneapolis-St. Paul metropolitan area outside the present 
  1.11  I-494/I-694 beltline.  The plan must describe the location and 
  1.12  design of the beltline in sufficient detail to allow the 
  1.13  commissioner, the metropolitan council, and local road 
  1.14  authorities to begin the process of advance right-of-way 
  1.15  acquisition.  The commissioner shall complete the plan by June 
  1.16  30, 2005.
