  1.1                          A bill for an act 
  1.2             relating to education; providing funding for a teacher 
  1.3             licensure program to educate teachers of students with 
  1.4             emotional and behavioral disorders; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TEACHER LICENSURE PROGRAM TO INCREASE THE 
  1.8   NUMBER OF METROPOLITAN AREA TEACHERS OF STUDENTS WITH EMOTIONAL 
  1.9   AND BEHAVIORAL DISORDERS.] 
  1.10     The following sums are appropriated from the general fund 
  1.11  to the department of children, families, and learning in the 
  1.12  fiscal year designated for implementing a metropolitan area 
  1.13  teacher licensure program to enable educational assistants 
  1.14  employed by special school district No. 1, Minneapolis, or 
  1.15  independent school district No. 625, St. Paul, who work with 
  1.16  students with emotional and behavioral disorders to enroll in a 
  1.17  collaborative and inclusive licensure program for teachers of 
  1.18  students with emotional and behavioral disorders that offers the 
  1.19  educational assistants the academic support and financial 
  1.20  assistance they need to obtain a teaching license in emotional 
  1.21  and behavioral disorders:

  1.24     This appropriation is available until June 30, 2001. 
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.1      This appropriation is effective July 1, 1999, and is 
  2.2   contingent upon proposed Minnesota rule part 8710.5600, as 
  2.3   published on November 2, 1998, at 23 S.R. 1030, being adopted 
  2.4   and the program being certified.  If the proposed rule is 
  2.5   adopted and certified after July 1, 1999, section 1 is effective 
  2.6   retroactive to July 1, 1999.
