A bill for an act
relating to local government; expanding the North
Suburban Hospital District; authorizing the hospital
district to levy taxes and issue bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TERRITORY OF NORTH SUBURBAN HOSPITAL DISTRICT
EXPANDED.

new text begin The cities of Andover, Anoka, Columbia Heights, Coon
Rapids, Oak Grove, and Ramsey, each a municipal corporation and
political subdivision organized and existing under the laws of
the state, shall be included in the territory of the North
Suburban Hospital District, a local government unit now
organized and existing under Minnesota Statutes, sections 447.31
to 447.37, in Anoka and Ramsey Counties, upon publication by the
hospital board of the North Suburban Hospital District of a
notice in the official newspaper of each city; provided,
however, that the North Suburban Hospital District has no
outstanding general obligation bonds or voted general obligation
bonds not yet issued at the time of the publication, and further
provided that the voters of any city may elect not to join the
territory of the North Suburban Hospital District pursuant to an
election as set forth in section 2.

Sec. 2. new text begin VOTER REFERENDUM.

new text begin A petition for referendum on the inclusion of a city in the
territory of the North Suburban Hospital District may be filed
with the governing body of a city within 40 days of the
publication of the notice prescribed in section 1. A petition
for referendum must be signed by at least five percent of the
number of voters voting in the last election of officers of the
governing body of the city. If a petition is filed, the
governing body of the city shall call a special election on the
question to be held within 30 days after the filing of the
petition or may place the question on the ballot at a regular
municipal election that is to be held within 30 days after the
filing of the petition. The city shall not be included in the
territory of the North Suburban Hospital District until approved
by a majority of voters voting on the question at a special
election or regular municipal election.

Sec. 3. new text begin NEW OFFICERS AND ELECTIONS.

new text begin The governing body of each city included in the territory
of the North Suburban Hospital District pursuant to this act
shall by resolution appoint a member to the hospital board. The
member shall hold office until the first Monday in January after
the next regular hospital district election. At the election, a
successor must be elected for a term of either two or four
years, to be set by the hospital board, so that the number of
members of the hospital board whose terms expire in any later
year will not exceed one-half of the members plus one.

Sec. 4. new text begin EXPENDITURES ON HOSPITALS AND NURSING HOMES
WITHIN DISTRICT.

new text begin The North Suburban Hospital District shall have the
authority to levy taxes or issue bonds as provided in Minnesota
Statutes, sections 447.31 to 447.37, and make a grant from the
taxes or bond proceeds to a nonprofit or public corporation
owning or operating, or providing financial support to, a
community hospital or nursing home in the territory of the
hospital district for the purposes of financing specific
construction or capital equipment for the hospital or nursing
home facility and upon additional terms as the hospital district
shall determine. No ad valorem taxes levied in any year by the
hospital district pursuant to this section shall increase over
the previous year's tax levy by the hospital district at a rate
greater than the rate of increase in the Consumer Price Index
for all urban consumers for the Minneapolis-St. Paul
metropolitan area prepared by the United States Department of
Labor.

by a majority of the members of the hospital board of the North
Suburban Hospital District.
