  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for a water supply system to benefit the region in and 
  1.4             around the city of Savage. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $4,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of natural resources for a grant to the city of 
  1.9   Savage for a water supply system to benefit the region.  The 
  1.10  system must implement uniform demand management measures and 
  1.11  provide for alternative sustainable water sources while 
  1.12  protecting the Savage Fen wetland complex and the water 
  1.13  resources of the aquifers.  Conservation and demand reduction 
  1.14  measures must be adopted.  This appropriation is intended to 
  1.15  allow the system to address these issues while avoiding 
  1.16  prohibitive water rates.  The system may be constructed under 
  1.17  authority of Minnesota Statutes, section 471.59, 471.591, or 
  1.18  other law.  The alternative sources of water must be approved by 
  1.19  the commissioner and comply with permit requirements of 
  1.20  Minnesota Statutes, chapter 103G.  
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in this act from the bond 
  1.23  proceeds fund, the commissioner of finance, on request of the 
  1.24  governor, shall sell and issue bonds of the state in an amount 
  1.25  up to $4,000,000 in the manner, upon the terms, and with the 
  2.1   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.2   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.3   4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      This act is effective the day following final enactment.
