1.10We, the undersigned conferees for H. F. No. 2225 report that we have agreed upon
1.11the items in dispute and recommend as follows:
1.12That the Senate recede from its amendment and that H. F. No. 2225 be further
1.13amended as follows:
1.14Delete everything after the enacting clause and insert:
1.15 "Section 1. AVIAN INFLUENZA EMERGENCY RESPONSE.
1.16 (a) $514,000 is appropriated in fiscal year 2015 from the general fund to the
1.17commissioner of agriculture for the costs of avian influenza emergency response activities
1.18not covered by federal funding. This is a onetime appropriation and is available until
1.19June 30, 2016.
1.20 (b) $379,000 is appropriated in fiscal year 2015 from the general fund to the Board of
1.21Animal Health for the costs of avian influenza emergency response activities not covered
1.22by federal funding. This is a onetime appropriation and is available until June 30, 2016.
1.23EFFECTIVE DATE.This section is effective the day following final enactment
1.24and the appropriations are available immediately.
1.25 Sec. 2. AVIAN INFLUENZA; FEDERAL FUNDS APPROPRIATION AND
1.26REPORTING.
2.1Any federal money received in fiscal years 2015 through 2017 by the commissioner
2.2of agriculture or the Board of Animal Health to address avian influenza is appropriated
2.3in the fiscal year when it is received. Before spending federal funds appropriated in
2.4this section, the commissioner of management and budget shall report the anticipated
2.5federal funds appropriated under this section and their intended purpose to the Legislative
2.6Advisory Commission, consistent with the urgent federal funds request procedure under
2.7Minnesota Statutes, section 3.3005, subdivision 4. By January 15, 2018, the commissioner
2.8of management and budget shall report the actual federal funds received and appropriated
2.9under this section and their actual use to the Legislative Advisory Commission."
2.10Delete the title and insert:
