  1.2             relating to education; providing assistive technology 
  1.3             assessment for a child with a disability; amending 
  1.4             Minnesota Statutes 1995 Supplement, section 120.0112; 
  1.5             Laws 1995, First Special Session chapter 3, article 
  1.6             12, section 8, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.9   120.0112, is amended to read: 
  1.10     120.0112 [STATE GOALS FOR SYSTEMIC CHANGE USING 
  1.11  TECHNOLOGICAL ADVANCES.] 
  1.12     The general framework outcomes for technology use in 
  1.13  education are: 
  1.14     (1) all Minnesota educational institutions, libraries, and 
  1.15  communities will have access to local, state, and worldwide 
  1.16  instructional resources databases; 
  1.17     (2) development of policies and procedures that assure 
  1.18  instructional resource availability to help students 
  1.19  successfully achieve education excellence and state standards; 
  1.20     (3) databases are accessible within each district and on 
  1.21  the Internet; and 
  1.22     (4) development of policies, procedures, and systems that 
  1.23  stimulate and promote teacher and student curriculum and 
  1.24  learning collaboration; and 
  1.25     (5) availability of assistive technology assessment for a 
  1.26  child with disabilities.  "Assistive technology assessment" 
  2.1   means an evaluation to determine appropriate physical 
  2.2   arrangement, hardware, software, and accommodations to assist a 
  2.3   child with a disability to participate successfully in classroom 
  2.4   activities. 
  2.5      Sec. 2.  Laws 1995, First Special Session chapter 3, 
  2.6   article 12, section 8, subdivision 1, is amended to read: 
  2.7      Sec. 8.  [INSTRUCTIONAL TRANSFORMATION THROUGH TECHNOLOGY 
  2.8   GRANTS.] 
  2.9      Subdivision 1.  [ESTABLISHMENT; PURPOSE.] A grant program 
  2.10  is established to help school districts work together and with 
  2.11  higher education institutions, businesses, local government 
  2.12  units, libraries, and community organizations in order to 
  2.13  facilitate individualized learning and manage information by 
  2.14  employing technological advances, especially computers and 
  2.15  related products.  Recipients shall use grant proceeds to: 
  2.16     (1) enhance teaching and learning productivity through the 
  2.17  use of technology, assistive technology devices, assistive 
  2.18  technology services, and assistive technology programs; 
  2.19     (2) develop individual learner classroom-based teaching and 
  2.20  learning systems that can be aggregated into site, district, and 
  2.21  state frameworks; 
  2.22     (3) develop personalized learning plans designed to give 
  2.23  learners more responsibility for their learning success and 
  2.24  change the role of teacher to learning facilitator; 
  2.25     (4) match and allocate resources; 
  2.26     (5) create a curriculum environment that is multiplatform; 
  2.27     (6) provide user and contributor access to electronic 
  2.28  libraries; 
  2.29     (7) schedule activities; 
  2.30     (8) automate progress reports; 
  2.31     (9) increase collaboration between school districts and 
  2.32  sites, and with businesses, higher education institutions, 
  2.33  libraries, and local government units; 
  2.34     (10) correlate state-defined outcomes to curriculum units 
  2.35  for each student; 
  2.36     (11) increase accountability through a reporting system; 
  3.1   and 
  3.2      (12) provide technical support, project evaluation, 
  3.3   dissemination services, and replication.
