  1.1                          A bill for an act 
  1.2             relating to utilities; holding a task force to study 
  1.3             the effects of stray voltage in the earth immune from 
  1.4             suit based on its report; indemnifying task force 
  1.5             members for court costs. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [GROUND VOLTAGE TASK FORCE; IMMUNITY FROM SUIT, 
  1.8   INDEMNIFICATION.] 
  1.9      (a) A member of the task force charged with studying, 
  1.10  researching, or preparing the report required by Laws 1994, 
  1.11  chapter 573, or serving in a liaison capacity on behalf of the 
  1.12  task force, is not liable for the content of the preliminary 
  1.13  assessment or final report, for any action taken or project 
  1.14  conducted on behalf of researching and preparing the assessment 
  1.15  and report, or for any action taken or consequence resulting 
  1.16  from or arising out of publication and dissemination of the 
  1.17  report.  
  1.18     (b) If a person referred to in paragraph (a) becomes a 
  1.19  party to a civil action or other legal or administrative 
  1.20  proceeding by reason of any action referred to in paragraph (a), 
  1.21  despite the intent of paragraph (a) to hold those persons immune 
  1.22  from suit, the state shall indemnify the person for any judgment 
  1.23  and legal or other costs incurred in defense of the suit. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective January 1, 1996.
