  1.1                          A bill for an act 
  1.2             relating to local government; removing restrictions 
  1.3             and eliminating a moratorium on equitable compensation 
  1.4             reporting requirements for political subdivisions; 
  1.5             amending Minnesota Statutes 2003 Supplement, section 
  1.6             471.999. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.9   471.999, is amended to read: 
  1.10     471.999 [REPORT TO LEGISLATURE.] 
  1.11     The commissioner of employee relations shall report to the 
  1.12  legislature by January 1 of each year on the status of 
  1.13  compliance with section 471.992, subdivision 1, by governmental 
  1.14  subdivisions. 
  1.15     The report must include a list of the political 
  1.16  subdivisions in compliance with section 471.992, subdivision 1, 
  1.17  and the estimated cost of compliance.  The report must also 
  1.18  include a list of political subdivisions found by the 
  1.19  commissioner to be not in compliance, the basis for that 
  1.20  finding, recommended changes to achieve compliance, estimated 
  1.21  cost of compliance, and recommended penalties, if any.  The 
  1.22  commissioner's report must include a list of subdivisions that 
  1.23  did not comply with the reporting requirements of this section.  
  1.24  The commissioner may request, and a subdivision shall provide, 
  1.25  any additional information needed for the preparation of a 
  1.26  report under this subdivision. 
  2.1      Notwithstanding any rule to the contrary, beginning in 
  2.2   2005, a political subdivision must report on its compliance with 
  2.3   the requirements of sections 471.991 to 471.999 no more 
  2.4   frequently than once every five years.  No report from a 
  2.5   political subdivision is required for 2003 and 2004. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      Section 1 is effective the day following final enactment.
