  1.1                          A bill for an act 
  1.2             relating to public improvements; authorizing the 
  1.3             issuance of bonds for the construction of improvements 
  1.4             to the Duluth entertainment and convention center; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $....... is appropriated from the bond proceeds fund to the 
  1.9   department of trade and economic development for a grant to the 
  1.10  Duluth entertainment and convention authority for the purpose of 
  1.11  planning, designing, constructing, and equipping improvements to 
  1.12  the Duluth entertainment and convention center. 
  1.13     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.14     To provide the money appropriated in this act from the bond 
  1.15  proceeds fund, the commissioner of finance, on request of the 
  1.16  governor, shall sell and issue bonds of the state in an amount 
  1.17  up to $....... in the manner, upon the terms, and with the 
  1.18  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.19  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.20  4 to 7.
