  1.9             Statutes 2003 Supplement, section 124D.42, subdivision

  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.13  124D.385, subdivision 2, is amended to read: 
  1.14     Subd. 2.  [MEMBERSHIP.] (a) The commission consists of 
  1.15  18 26 voting members.  Voting members shall include the 
  1.16  commissioner of education, a representative of the Children's 
  1.17  Cabinet elected by the members of the Children's Cabinet, and 
  1.18  the executive director of the Higher Education Services Office. 
  1.19     (b) The governor shall appoint 15 nine additional voting 
  1.20  members.  Eight of the voting members appointed by the governor 
  1.21  shall that include a representative of public or nonprofit 
  1.22  organizations experienced in youth employment education 
  1.23  development and training, organizations promoting adult 
  1.24  service or service learning and volunteerism, community-based 
  1.25  service agencies or organizations, local public or private 
  1.26  sector labor unions, local governments, business, a national 
  1.27  service program, and Indian tribes, and an individual between 
  1.28  the ages of 16 and 25 who is a participant or supervisor in a 
  2.1   program.  The remaining seven 16 voting members appointed by the 
  2.2   governor shall include an individual individuals with expertise 
  2.3   in the educational, training, and development needs of youth, 
  2.4   particularly disadvantaged youth; a youth or young adult who is 
  2.5   a participant in a higher education-based service-learning 
  2.6   program; a disabled individual representing persons with 
  2.7   disabilities; a youth who is out-of-school or disadvantaged; an 
  2.8   educator of primary or secondary students; an educator from a 
  2.9   higher education institution; and an individual between the ages 
  2.10  of 16 and 25 who is a participant or supervisor in a youth 
  2.11  service program management and operations of a nonprofit 
  2.12  organization, including individuals with expertise in public 
  2.13  relations, finance, and development. 
  2.14     (c) The governor shall appoint up to five ex officio 
  2.15  nonvoting members from among the following agencies or 
  2.16  organizations:  the Departments of Economic Security, Natural 
  2.17  Resources, Human Services, Health, Corrections, Agriculture, 
  2.18  Public Safety, Finance, and Labor and Industry, the Housing 
  2.19  Finance Agency, and Minnesota Technology, Inc appropriate state 
  2.20  agencies.  A representative of the Corporation for National and 
  2.21  Community Service shall also serve as an ex officio nonvoting 
  2.22  member. 
  2.23     (d) Voting and ex officio nonvoting members may appoint 
  2.24  designees to act on their behalf.  The number of voting members 
  2.25  who are state employees shall not exceed 25 percent. 
  2.26     (e) The governor shall ensure that, to the extent possible, 
  2.27  the membership of the commission is balanced according to 
  2.28  geography, race, ethnicity, age, and gender.  The speaker of the 
  2.29  house and the majority leader of the senate shall each appoint 
  2.30  two legislators to be nonvoting members of the commission. 
  2.31     Sec. 2.  Minnesota Statutes 2003 Supplement, section 
  2.32  124D.42, subdivision 6, is amended to read: 
  2.33     Subd. 6.  [PROGRAM TRAINING.] (a) The commission must, 
  2.34  within available resources, ensure an opportunity for each 
  2.35  participant to have three weeks of training in a residential 
  2.36  setting.  If offered, each training session must: 
  3.1      (1) orient each participant grantee organization in the 
  3.2   nature, philosophy, and purpose of the program; 
  3.3      (2) build an ethic of community service through general 
  3.4   community service training; and 
  3.5      (3) provide additional training as it determines necessary, 
  3.6   which may include training in evaluating early literacy skills 
  3.7   and teaching reading to preschool children through the St. Croix 
  3.8   River Education District under Laws 2001, First Special Session 
  3.9   chapter 6, article 2, section 70, to assist local Head Start 
  3.10  organizations in establishing and evaluating Head Start programs 
  3.11  for developing children's early literacy skills.  
  3.12     (b) Each grantee organization shall also train participants 
  3.13  in skills relevant to the community service opportunity. 
  3.14     Sec. 3.  [REPEALER.] 
  3.15     (a) Minnesota Statutes 2002, sections 124D.41; 124D.42, 
  3.16  subdivisions 1, 2, 4, 5, and 7; and 124D.43, are repealed.  
  3.17     (b) Minnesota Statutes 2003 Supplement, section 124D.42, 
  3.18  subdivision 3 is repealed.
