  1.1                          A bill for an act 
  1.2             relating to state government; authorizing grants for 
  1.3             reports on state mandates that increase costs to 
  1.4             certain schools, local governments, and industries; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [STUDIES OF STATE MANDATES.] 
  1.8      (a) $250,000 in fiscal year 1998 is appropriated to the 
  1.9   commissioner of administration to be used for grants as follows: 
  1.10     (1) $50,000 to the Minnesota hospital association, if the 
  1.11  association enters into a contract with the commissioner to 
  1.12  produce a study of mandates imposed on hospitals by the state; 
  1.13     (2) $50,000 to the Minnesota rural school association, if 
  1.14  the association enters into a contract with the commissioner to 
  1.15  produce a study of mandates imposed on rural schools by the 
  1.16  state; 
  1.17     (3) $50,000 to Care Providers of Minnesota, if Care 
  1.18  Providers enters into a contract with the commissioner to 
  1.19  produce a study of mandates imposed on nursing facilities by the 
  1.20  state; 
  1.21     (4) $50,000 to the association of Minnesota counties, if 
  1.22  the association enters into a contract with the commissioner to 
  1.23  produce a study of mandates imposed on counties by the state; 
  1.24  and 
  1.25     (5) $50,000 to the Minnesota association of small cities, 
  2.1   if the association enters into a contract with the commissioner 
  2.2   to produce a study of mandates imposed on rural and small cities.
  2.3      (b) The contracts described in paragraph (a) must require 
  2.4   that each study provide a description of state mandates, whether 
  2.5   each mandate is funded, whether each mandate is permanent or for 
  2.6   a pilot project, and a reasonable estimate of the cost of each 
  2.7   mandate. 
  2.8      (c) The studies conducted under paragraphs (a) and (b) 
  2.9   shall be submitted to the state auditor, who shall compile the 
  2.10  information and submit a report to the legislature by February 
  2.11  1, 1999.
