  1.1                          A bill for an act
  1.2             relating to special transportation services; requiring 
  1.3             the metropolitan council and the commissioner of human 
  1.4             services to establish a task force on service 
  1.5             coordination. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TASK FORCE ESTABLISHED.] 
  1.8      Subdivision 1.  [PURPOSE.] The chair of the metropolitan 
  1.9   council and the commissioner of human services shall establish a 
  1.10  task force to evaluate the provision of special transportation 
  1.11  services in the metropolitan area, as defined in Minnesota 
  1.12  Statutes, section 473.121, subdivision 2, including services 
  1.13  provided by metro mobility, county providers of paratransit 
  1.14  services, and medical assistance special transportation 
  1.15  services.  The task force shall make recommendations to the 
  1.16  council and the commissioner to create a better coordinated 
  1.17  service network.  The task force shall also evaluate and make 
  1.18  recommendations on medical assistance reimbursement to metro 
  1.19  mobility or other paratransit providers for services provided to 
  1.20  medical assistance recipients. 
  1.21     Subd. 2.  [MEMBERSHIP.] The chair of the metropolitan 
  1.22  council, or the chair's designee, and the commissioner of the 
  1.23  department of human services, or the commissioner's designee, 
  1.24  shall co-chair the task force.  The co-chairs shall appoint 
  1.25  members of the task force to insure adequate representation of 
  2.1   service providers and users, and affected governmental 
  2.2   agencies.  Members shall serve without compensation, but may be 
  2.3   reimbursed for reasonable expenses under Minnesota Statutes, 
  2.4   section 15.059, by the metropolitan council and the department 
  2.5   of human services jointly. 
  2.6      Subd. 3.  [REPORT TO LEGISLATURE.] The metropolitan council 
  2.7   and the commissioner of human services shall report to the 
  2.8   legislature by January 6, 1997, the task force's recommendations.
  2.9   The task force expires on June 30, 1997. 
  2.10     Sec. 2.  [APPLICATION.] 
  2.11     Section 1 applies in the counties of Anoka, Carver, Dakota, 
  2.12  Hennepin, Ramsey, Scott, and Washington.
