  1.1                          A bill for an act 
  1.2             relating to health; appropriating money for cancer 
  1.3             awareness and prevention; classifying certain health 
  1.4             data. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $....... is appropriated from the general fund to the 
  1.8   commissioner of health for the cancer control section to develop 
  1.9   and implement a statewide public awareness media campaign to 
  1.10  promote breast and cervical cancer screening to all 
  1.11  age-appropriate Minnesota women and to develop, implement, and 
  1.12  evaluate new strategies to encourage women to avail themselves 
  1.13  of breast and cervical cancer screening tests. 
  1.14     (b) $....... is appropriated from the general fund to the 
  1.15  commissioner of health for the cancer control section to provide 
  1.16  free or low-cost colposcopy services to low-income uninsured and 
  1.17  underinsured women with abnormal Pap tests. 
  1.18     (c) $....... is appropriated from the general fund to the 
  1.19  commissioner of health for the cancer control section to: 
  1.20     (1) assess and monitor cancer screening rates throughout 
  1.21  the state and within particular subpopulations, including, but 
  1.22  not limited to, persons of color and low-income persons; 
  1.23     (2) assess and monitor Minnesotans' knowledge of the need 
  1.24  for screening tests, screening recommendations, and risk factors 
  1.25  for specific cancers; 
  2.1      (3) determine the current level of and monitor availability 
  2.2   of resources in the state for providing high quality screening, 
  2.3   diagnosis, and treatment for specific cancers; and 
  2.4      (4) ensure that the state has the ongoing capacity to 
  2.5   respond to emerging cancer control issues such as genetic 
  2.6   testing, use of drugs to prevent certain cancers, and 
  2.7   development of new screening tests. 
  2.8      (d) The appropriations in this section are available until 
  2.9   expended and shall become part of the department of health base 
  2.10  level funding in the 2002-2003 biennial budget. 
  2.11     (e) Data collected under paragraph (c) is classified as 
  2.12  private data on individuals under Minnesota Statutes, section 
  2.13  13.02, subdivision 12.
