1.1 A bill for an act 1.2 relating to capital improvements; consolidating the 1.3 requirements for University Center Rochester; amending 1.4 Laws 1994, chapter 643, section 10, subdivision 10, as 1.5 amended. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Laws 1994, chapter 643, section 10, subdivision 1.8 10, as amended by Laws 1995, First Special Session chapter 2, 1.9 article 1, section 42, is amended to read: 1.10 Subd. 10.Rochester Technical College1.11 University Center Rochester 1,200,000 1.12 This appropriation istofor predesign 1.13 and design of an integrated campusin1.14accordance with this subdivision.1.15$600,000 of this appropriation is1.16available immediately. The remainder1.17is available after a master academic1.18plan has been approved under clause (3)1.19and the technical college has been1.20sold., remodeling of student support 1.21 facilities, remodeling of facilities 1.22 for joint academic programming, and 1.23 construction of roads and other 1.24 infrastructure to integrate the campus 1.25 for delivery of consolidated college, 1.26 state university, and University of 1.27 Minnesota programs at the University 1.28 Center Rochester. Predesign may 1.29 include consideration of codevelopment 1.30 of facilities with local units of 1.31 government. 1.32(1) The board of trustees of the1.33Minnesota state colleges and1.34universities may enter into an1.35agreement for the sale of the Rochester1.36Technical College. The sale is1.37contingent on the approval of the board1.38of trustees and a determination by the1.39board of trustees that the sale is2.1consistent with its priorities. The2.2sale price shall equal the appraised2.3value if sold to independent school2.4district No. 535, Rochester, or, if2.5sold to any other party, the sale price2.6shall not be less than the appraised2.7value.2.8It is the intent of the legislature2.9that no technical college program2.10reduction, apart from normal program2.11review, shall occur as a result of this2.12sale.2.13(2) The sale shall not cause the2.14technical college to lease space or to2.15move to any temporary site.2.16(3) Prior to the preparation of design2.17documents, the post-secondary boards2.18and the relevant campus staff shall2.19jointly prepare a master academic plan2.20for an integrated campus for the2.21Rochester center facility. The boards2.22shall consider the creation of a2.23polytechnic university. The plan shall2.24be submitted for review to the higher2.25education finance divisions by January2.2616, 1996, and must be approved by the2.27legislature before the remaining2.28$600,000 of the appropriation is2.29available.2.30(4) The proceeds from the sale of the2.31technical college are appropriated for2.32the design and construction necessary2.33to integrate technical college programs2.34into the Rochester center and to add or2.35modify space where necessary. The new2.36technical college program space must be2.37attached to and must maximize the2.38current services, space, and programs2.39of the technical college, community2.40college, state university, and2.41University of Minnesota cooperative2.42campus. The state board of trustees2.43may not begin construction of this2.44project until the legislature has2.45approved the construction plans.2.46(5) The state board of trustees shall2.47develop a plan to relocate to the2.48Austin, Faribault, and other2.49Southeastern Minnesota campuses all2.50Rochester campus programs that are not2.51essential to the integrated mission2.52planned for the Rochester center2.53facility. This plan must be completed2.54prior to preparing design documents for2.55the technical college addition to the2.56Rochester center.2.57(6) The state board of trustees shall2.58consider relocating the horticulture2.59technology program from the Rochester2.60campus to the Austin campus of2.61Riverland technical college before the2.62start of the 1995-1996 academic year.
