A bill for an act
relating to public safety; requiring the commissioner
of health to study and make recommendations regarding
use of an additive to anhydrous ammonia to prevent
illicit use of amphetamine.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ANHYDROUS AMMONIA STUDY AND REPORT.

new text begin (a) The commissioner of agriculture, in consultation with
the commissioners of health, natural resources, pollution
control, and public safety, shall study, develop, and make
recommendations regarding the use of an additive to anhydrous
ammonia sold as agricultural fertilizer, to inhibit or prevent
its illicit use in the manufacture of the drug methamphetamine.

new text begin (b) The study shall consider the effectiveness of potential
additives in inhibiting or preventing the use of anhydrous
ammonia to manufacture the drug methamphetamine, expected final
cost of any potential additives, and the extent to which the
additives would be expected to reduce the effectiveness or
usefulness of anhydrous ammonia as an agricultural fertilizer.

new text begin (c) By March 1, 2006, or as soon as the study is complete,
if earlier, the commissioner of agriculture shall prepare a
report on the recommendations to require or encourage the use of
an additive to anhydrous ammonia to inhibit or prevent its use
in the manufacture of methamphetamine and submit a copy of the
report to the governor and the chairs and ranking minority
members of the house and senate committees having jurisdiction
over agriculture, public safety, environmental protection, and
health.
