  1.1                          A bill for an act 
  1.2             relating to flood relief; appropriating money. 
  1.3   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.4      Section 1.  [FLOOD-RELATED DISASTER APPROPRIATION.] 
  1.5      $20,000,000 is appropriated from the budget reserve in the 
  1.6   general fund to the commissioner of public safety for 
  1.7   reimbursements to counties, cities, and towns for costs related 
  1.8   to flooding in 1997.  This appropriation is added to the 
  1.9   $3,000,000 appropriation in Laws 1997, chapter 12, for 
  1.10  flood-related purposes. 
  1.11     Sec. 2.  [ALLOCATION.] 
  1.12     (a) The amount appropriated in section 1 is available as 
  1.13  follows in the order listed: 
  1.14     (1) for state match of federal disaster funds for 1997 
  1.15  flood-related disaster costs according to the formula agreed to 
  1.16  by the state and the federal emergency management agency (FEMA); 
  1.17     (2) for what would otherwise be the local government match 
  1.18  for eligible 1997 flood-related disaster costs in the formula in 
  1.19  clause (1); and 
  1.20     (3) for other flood-related costs not covered in clauses 
  1.21  (1) and (2). 
  1.22     (b) In allocating any funds available under paragraph (a), 
  1.23  clause (3), the commissioner of public safety must consult with 
  1.24  the commissioners of natural resources, transportation, and the 
  2.1   pollution control agency. 
  2.2      Sec. 3.  [NO PRECEDENT SET.] 
  2.3      Funding by the state in this act for costs that would 
  2.4   otherwise be a local fiscal responsibility under funding 
  2.5   formulas negotiated by the state and FEMA is not to be 
  2.6   considered a precedent for any future disaster funding. 
  2.7      Sec. 4.  [APPROPRIATION CARRYOVER.] 
  2.8      The appropriation in section 1 is available until June 30, 
  2.9   1998. 
  2.10     Sec. 5.  [EFFECTIVE DATE.] 
  2.11     This act is effective the day following final enactment.
