A bill for an act
relating to agriculture; directing the commissioner of agriculture to make
recommendations on horse operations.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HORSE OPERATIONS; RECOMMENDATIONS.

new text begin (a) The commissioner of agriculture, in consultation with the commissioner of
revenue, the Board of Animal Health, the Minnesota Horse Council, the Minnesota Farm
Bureau, the Minnesota Farmers Union, an animal welfare group, and other interested
parties, shall prepare a report with recommendations on:

new text begin (1) the definition of horse operations;
new text end

new text begin (2) the definition of private and commercial horse operations;
new text end

new text begin (3) the tax treatment of both private and commercial horse operations; and
new text end

new text begin (4) evaluating the economic impact of the equine industry on Minnesota.

new text begin (b) By January 15, 2010, the commissioner of agriculture shall provide the report
on recommendations prepared under paragraph (a) to the legislative agriculture policy
and tax committees.
