  1.1                          A bill for an act 
  1.2             relating to local government; providing temporary 
  1.3             local government aid increases to the cities of East 
  1.4             Grand Forks and Warren; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITIES OF EAST GRAND FORKS AND WARREN; LOCAL 
  1.7   GOVERNMENT AID.] 
  1.8      For payments in each of calendar years 1999 and 2000 only, 
  1.9   the city of East Grand Forks shall receive an additional payment 
  1.10  of $8,000,000 and the city of Warren shall receive an additional 
  1.11  payment of $1,500,000 under the provisions of Minnesota 
  1.12  Statutes, sections 477A.011 to 477A.014.  The amounts of these 
  1.13  payments shall not be included in the calculation of any other 
  1.14  aids provided under Minnesota Statutes, chapter 477A, or other 
  1.15  law, or in any limitations on levies or expenditures. 
  1.16     $9,500,000 is appropriated in fiscal year 2000 and 
  1.17  $9,500,000 is appropriated in fiscal year 2001 to the 
  1.18  commissioner of revenue from the general fund to make the 
  1.19  payments under this section. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective for local government aids paid in 
  1.22  1999 and 2000 only.
