  1.1                          A bill for an act 
  1.2             relating to the environment; allowing the pollution 
  1.3             control agency to issue an air quality permit without 
  1.4             regard to certain particulate standards; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 116. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116.0715] [LIMIT ON BASIS FOR ACTION.] 
  1.8      The agency shall not issue or deny a permit or amendment or 
  1.9   impose control requirements based solely on computer models 
  1.10  projecting compliance or noncompliance with the secondary 
  1.11  particulate matter standard. 
  1.12     Sec. 2.  [RULE VARIANCE.] 
  1.13     The pollution control agency may issue a permit without 
  1.14  regard to the maximum annual geometric mean standards for 
  1.15  particulate matter or the primary maximum 24 hour concentrate 
  1.16  standard for particulate matter. 
  1.17     Sec. 3.  [EFFECTIVE DATE.] 
  1.18     Sections 1 and 2 are effective the day following final 
  1.19  enactment.
