  1.2             relating to health; directing the commissioner of 
  1.3             health to collect and disseminate data regarding 
  1.4             health and nutrition of migrant farmworkers; directing 
  1.5             the state demographer to collect and report on 
  1.6             population trends and population estimates for migrant 
  1.7             farmworkers; establishing a migrant farmworker health 
  1.8             advisory committee; appropriating money; proposing 
  1.9             coding for new law in Minnesota Statutes, chapter 144. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [144.1475] [MIGRANT FARMWORKER HEALTH 
  1.12  INITIATIVE.] 
  1.13     Subdivision 1.  [DUTIES OF THE COMMISSIONER OF HEALTH.] (a) 
  1.14  The commissioner of health, in collaboration with other 
  1.15  governmental and community-based agencies, shall identify issues 
  1.16  and concerns related to the health status of migrant farmworkers 
  1.17  and their families, the health care services they receive, and 
  1.18  other issues affecting their health.  After identifying issues 
  1.19  and concerns, the commissioner shall coordinate applications for 
  1.20  grant funds from federal agencies and private foundations to 
  1.21  support health-related activities for migrant farmworkers and 
  1.22  their families. 
  1.23     (b) The commissioner, in consultation with the commissioner 
  1.24  of human services and other appropriate agency commissioners, 
  1.25  shall evaluate and report to the legislature on the potential 
  1.26  impact of federal and state welfare reform laws on migrant 
  1.27  farmworkers and their families.  This report shall be prepared 
  2.1   and transmitted to the legislature, in accordance with section 
  2.2   3.195, no later than January 15, 1999. 
  2.3      (c) The commissioner, through appropriate collaborative 
  2.4   resources and using written materials whose languages and 
  2.5   formats are accessible to migrant farmworkers and community 
  2.6   leaders, shall communicate the findings of the report "Migrant 
  2.7   Farmworkers and Their Families in Minnesota," prepared by the 
  2.8   department of health, to migrant farmworkers and to community 
  2.9   leaders in areas populated by migrant farmworkers. 
  2.10     (d) The commissioner shall review and coordinate the 
  2.11  distribution of written materials that describe the 
  2.12  collaborative resources made available to migrant farmworkers by 
  2.13  particular counties or community health boards.  These materials 
  2.14  shall be made available to migrant farmworkers and their 
  2.15  families and to health, education, and social services 
  2.16  professionals who serve this population. 
  2.17     (e) The commissioner shall evaluate health and nutrition 
  2.18  issues faced by migrant farmworkers, based on information 
  2.19  available from statewide health data systems and from providers 
  2.20  and programs throughout the state that serve migrant farmworkers 
  2.21  in the areas of health and nutrition.  To organize and 
  2.22  facilitate dissemination of this information, the commissioner 
  2.23  shall develop reports on the health and nutrition status of 
  2.24  migrant farmworkers and their access to health care and 
  2.25  nutrition services.  In developing the reports, the commissioner 
  2.26  shall: 
  2.27     (1) in consultation with the migrant farmworker health 
  2.28  advisory committee, establish standard definitions of "migrant 
  2.29  farmworker" and "family of a migrant farmworker" to facilitate 
  2.30  data collection from various programs and services; and 
  2.31     (2) establish a system for biennial data collection and 
  2.32  sharing between Minnesota agencies that serve migrant 
  2.33  farmworkers and their families. 
  2.34     The first report on health and nutrition status shall be 
  2.35  completed no later than February 1, 1999. 
  2.36     Subd. 2.  [DUTIES OF THE STATE DEMOGRAPHER.] The state 
  3.1   demographer shall gather data on an ongoing basis on population 
  3.2   trends and specific population estimates for migrant farmworkers 
  3.3   in Minnesota.  Based on this data, the state demographer shall 
  3.4   prepare a report on population trends and specific population 
  3.5   estimates for migrant farmworkers in Minnesota.  The first 
  3.6   report shall be completed no later than February 1, 1999. 
  3.7      Subd. 3.  [MIGRANT FARMWORKER HEALTH ADVISORY 
  3.8   COMMITTEE.] (a) The commissioner of health shall establish an 
  3.9   18-member migrant farmworker health advisory committee.  The 
  3.10  advisory committee shall assist the commissioner by: 
  3.11     (1) developing standard definitions for "migrant 
  3.12  farmworker" and "family of a migrant farmworker" to facilitate 
  3.13  data analysis among state programs and agencies; 
  3.14     (2) reviewing and commenting on the information 
  3.15  dissemination and data analysis activities related to migrant 
  3.16  farmworkers conducted by the department of health; and 
  3.17     (3) reviewing and commenting on the data collection, 
  3.18  analysis, and reporting activities related to migrant 
  3.19  farmworkers conducted by the state demographer. 
  3.20     (b) The advisory committee must include representatives 
  3.21  from: 
  3.22     (1) migrant health; 
  3.23     (2) migrant education; 
  3.24     (3) migrant Head Start; 
  3.25     (4) migrant legal services; 
  3.26     (5) midwest farmworkers employment and training; 
  3.27     (6) women, infants, and children's supplemental feeding 
  3.28  program (WIC); 
  3.29     (7) tri-valley opportunity council; 
  3.30     (8) Minnesota food shelf association; 
  3.31     (9) at least two county economic assistance offices from 
  3.32  counties with large migrant populations during the agricultural 
  3.33  season; 
  3.34     (10) employers of migrant farmworkers; 
  3.35     (11) the council on affairs of Chicano/Latino people; 
  3.36     (12) the department of health; 
  4.1      (13) the state demographer; 
  4.2      (14) the department of human services; and 
  4.3      (15) at least two migrant community members or advocates. 
  4.4      (c) The terms, compensation, and removal of members are 
  4.5   governed by section 15.059, except that members do not receive 
  4.6   per diem compensation.  The advisory committee shall establish 
  4.7   minimum annual meeting requirements and shall expire on June 30, 
  4.8   2001. 
  4.9      Sec. 2.  [APPROPRIATIONS.] 
  4.10     (a) $....... is appropriated from the general fund to the 
  4.11  commissioner of health for the biennium ending June 30, 1999, to 
  4.12  fund the activities specified in section 144.1475, subdivision 
  4.13  1, and to fund the activities of the migrant farmworker health 
  4.14  advisory committee under section 144.1475, subdivision 3.

  4.16  state demographer for the biennium ending June 30, 1999, to 
  4.17  collect, analyze, and report on population trends and specific 
  4.18  trends of migrant farmworkers under section 144.1475, 
  4.19  subdivision 2.
