  1.1                          A bill for an act 
  1.2             relating to human services; requiring the commissioner 
  1.3             of human services to recognize the purchase price of 
  1.4             certain nursing facilities when determining property 
  1.5             reimbursement rates; amending Minnesota Statutes 1998, 
  1.6             section 256B.431, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 256B.431, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 28.  [CHANGES TO NURSING FACILITY PROPERTY 
  1.11  REIMBURSEMENT.] The commissioner, when calculating the property 
  1.12  reimbursement per diems for:  (1) a 70-bed nursing facility in 
  1.13  Evansville, Minnesota; (2) a 78-bed nursing facility in Ashby, 
  1.14  Minnesota; and (3) an 89-bed nursing facility in McIntosh, 
  1.15  Minnesota, purchased in January and February 1999 by a nonprofit 
  1.16  foundation, shall recognize the purchase price of the facilities 
  1.17  as the allowable appraised value, allowable debt, and the 
  1.18  maximum replacement cost new. 
  1.19     Sec. 2.  [EFFECTIVE DATE.] 
  1.20     Section 1, adding subdivision 28 to Minnesota Statutes, 
  1.21  section 256B.431, is effective the day following final enactment 
  1.22  and applies to rate periods and rate years beginning on or after 
  1.23  that date.
