  1.1                          A bill for an act 
  1.2             relating to child care; directing the commissioner of 
  1.3             children, families, and learning to use state money as 
  1.4             a match to obtain federal Welfare-to-Work grant money 
  1.5             to provide child care assistance. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [STATE MONEY TO BE USED AS MATCH FOR 
  1.8   WELFARE-TO-WORK GRANT MONEY.] 
  1.9      Subdivision 1.  [COMMISSIONER OF CHILDREN, FAMILIES, AND 
  1.10  LEARNING.] The commissioner of children, families, and learning 
  1.11  shall use up to $5,000,000 of state child care assistance 
  1.12  expenditures on families who meet Welfare-to-Work eligibility 
  1.13  requirements to provide a state match to obtain federal 
  1.14  Welfare-to-Work grant money.  
  1.15     Subd. 2.  [EXPENDITURES.] The total amount of the federal 
  1.16  fiscal year 1998 and federal fiscal year 1999 formula 
  1.17  Welfare-to-Work grant for Minnesota that is set aside under 
  1.18  federal law for state discretionary expenditures shall be used 
  1.19  to provide child care assistance under chapter 119B for families 
  1.20  who meet Welfare-to-Work eligibility requirements. 
  1.21     Subd. 3.  [TRANSFERS.] The commissioner of economic 
  1.22  security shall transfer $....... from the federal 
  1.23  Welfare-to-Work grant to the commissioner of children, families, 
  1.24  and learning to be used for the child care assistance under 
  1.25  chapter 119B. 
  2.1      Subd. 4.  [ALLOCATION.] The commissioner of finance, in 
  2.2   conjunction with the commissioner of children, families, and 
  2.3   learning, shall allocate federal and state child care assistance 
  2.4   money in the state child care fund to ensure that state child 
  2.5   care assistance expenditures used for the Welfare-to-Work match 
  2.6   exceeds the amount of state expenditures necessary to meet the 
  2.7   TANF maintenance of effort requirement. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      Section 1 is effective for the state fiscal year 2000.
