  1.1                          A bill for an act 
  1.2             relating to education; providing funding to establish 
  1.3             norm references for the state's third and fifth grade 
  1.4             reading, mathematics, and writing tests and the eighth 
  1.5             grade basic skills reading and mathematics tests; 
  1.6             appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [ESTABLISHING NORM REFERENCES FOR CERTAIN STATE 
  1.9   TESTS.] 
  1.10     The following sum is appropriated from the general fund to 
  1.11  the department of children, families, and learning in the fiscal 
  1.12  year designated for allowing the independent office of 
  1.13  educational accountability under Minnesota Statutes, section 
  1.14  120B.31, subdivision 3, to establish norm references for the 
  1.15  state's third and fifth grade reading, mathematics, and writing 
  1.16  tests and the eighth grade basic skills reading and mathematics 
  1.17  tests that comprise part of the statewide testing system under 
  1.18  Minnesota Statutes, section 120B.30, subdivision 1: 
  1.19       $200,000     .....     2000 
  1.20     Any money not expended in fiscal year 2000 does not cancel 
  1.21  and carries forward to the next fiscal year. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective July 1, 1999.
