A bill for an act
relating to energy; requiring resource plans to include information on efforts to
minimize impacts to workers due to facility retirement; amending Minnesota
Statutes 2020, section 216B.2422, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 216B.2422, is amended by adding a subdivision
to read:

As a part
of a resource plan filing, a utility that has scheduled the retirement of an electric generating
facility must include in the filing a narrative identifying and describing the utility's plan and
efforts made to date to work with the utility's workers represented by an exclusive
representative to:

(1) minimize financial losses to workers;

new text begin
(2) provide a transition timeline to ensure certainty for workers;
new text end
new text begin
(3) protect pension benefits;
new text end
new text begin
(4) extend or replace health insurance, life insurance, and other benefits;
new text end
new text begin
(5) identify and maximize opportunities within the utility for dislocated workers, including
providing incentives for the utility to retain as many workers as possible;

(6) provide training and skill development for workers who must leave the utility;
new text end
new text begin
(7) create targeted transition plans for workers at all locations impacted by the facility
retirement; and
new text end

(8) quantify any additional costs to be included in the utility's rate base as a result of
efforts made under this subdivision to minimize impacts to workers.
